The Central Bank and the Financial System

As economic advisor to the Bank of England for many years, C. Goodhart is uniquely positioned to assess the role of the central bank in the modern financial system. This book brings together twenty-one of his previously published articles dealing with the changing functions of central banks over time, recent efforts to maintain price stability, and debates over specific financial regulation proposals in the UK. Although the current day-to-day operations of central banks are subject to continuous comment and frequent criticism, their structural role within the economic system as a whole has generally been accepted without much question, despite several attempts by economists in recent decades to challenge the value of the institution. Goodhart brings his knowledge of both the theoretical arguments and the actual working of central banks to bear in these essays. Part I looks at the general purposes and functions of central banks within the financial system and their evolution over time.

Although the current day-to-day operations of Central Banks are subject to continuous comment and frequent criticism, their structural role within the economic system as a whole is generally accepted without much question and despite several attempts to challenge the value of the institution made by economists in recent decades. Professor C. Goodhart is ideally positioned to assess the role of the Central Bank being equally familiar with the theoretical arguments and with the actual working of central banks. Part 1 analyses the general purposes and functions of the Central Bank within the financial system and their evolution over time, Part 2 concentrates on the current objectives and operations of Central Banks, the maintenance of price stability in particular, and Part 3 analyses the broader issues of financial regulation. This book, providing a thorough and clear discussion of the questions connected with the role of the Central Bank in a modern financial system, will prove indispensable for students, academics and practitioners.

A central bank , reserve bank , or monetary authority is an institution that manages the currency and monetary policy of a state or formal monetary union, [1] and oversees their commercial banking system. In contrast to a commercial bank , a central bank possesses a monopoly on increasing the monetary base. Most central banks also have supervisory and regulatory powers to ensure the stability of member institutions, to prevent bank runs , and to discourage reckless or fraudulent behavior by member banks. Central banks in most developed nations are institutionally independent from political interference. Central banks implement a country's chosen monetary policy.

Should money issuance be a licensed privilege, and if so, who should issue money? Morgan Ricks argues that free-wheeling money issuance by non-licensed shadow banks was a major factor behind the global financial crisis. Still, the regulatory reform agenda after the crisis has mostly been directed at banks with a few exceptions. This has led to an enormously complex body of regulations that threatens to bring traditional banking to its knees. Ricks would instead restore money issuance as a privilege and leave other financial institutions with a lighter regulatory regime.

The paper reviews the sources of market failure in financial institutions and markets and what can be done to alleviate them. It examines game-theoretic explanations for financial instability, in particular the role of asymmetric information in generating destabilizing behavior. In the area of remedies, the paper analyses the potential contribution of official safety nets and what can be done to minimize the associated moral hazard. It discusses the role of public policy in this context. Banerjee, A. Enoch and J. Green eds.

The Oxford Handbook of the Economics of Central Banking covers a wide range of central bank topics, including governance, independence, balance-sheet and crisis management, and the challenges in macroeconomic modeling. The book is intended as an up-to-date reference for the current and potential challenges faced by central banks in the conduct of monetary policy and in the search for the maintenance of financial system stability. The approach involves a wide variety of views about the past and present behavior and performance of central banks around the world, with the aim of providing a state-of-the-art perspective on the likely future challenges to be faced by this critical institution. Clearly, one of the motivations for the book is the great financial crisis of — Nevertheless, several of the themes covered and analyzed in the book predate the crisis. The aftermath of the crisis also raised new questions about the scope, influence, and response of central banks to a changing macroeconomic landscape.
