Mitigation plans and activities are, in practice, usually medium to long term, and mitigation is the cornerstone of emergency management since it is an example where thinking ahead pays off in the long run.

A series of serious domestic catastrophes in the new millennium brought attention to many of the specific vulnerabilities of children in disaster. Both on its own initiative and steered by advisory bodies, since then, the federal government has taken an increasingly proactive role in supporting the needs of children in the preparedness for, response to, and recovery from disasters. It will also provide the reader with potential options for becoming more involved in disaster preparedness and response. The goal of improving the care of children in disaster is being approached through a national-level whole community model of preparedness that considers children of all abilities and needs, as well as the places where they spend their time as integral components of a prepared and resilient community. The federal government is a critical partner along with state, local, and regional stakeholders to improve the care of children impacted by disaster. Terror attacks both foiled and successful, such as the Beslan school siege in Russia where over half of the casualties were children, and an Al-Qaida statement from ruling that American children were in play as potential targets of future attacks compounded the urgency to identify and mitigate shortfalls in the care of children during and after a disaster [ 5 ]. As the federal government appraised the scope of the exposed shortfalls in the care of children in disaster, one of the most significant initial actions it took was Congress convening the National Commission on Children and Disaster NCCD in [ 6 ].

In , Centers for Medicare and Medicaid CMS established wide-ranging emergency preparedness requirements for 17 distinct healthcare providers including hospitals, skilled nursing facilities, home health providers, PACE Programs, Federally Qualified Health Centers and more. These robust program requirements allow all providers to prepare for potential natural, physical or biological disasters and complete emergency preparedness exercises together, use the same nomenclature and emergency management best practices that FEMA and State officials use. These phases describe a continuous cycle of planning, organizing, training, equipping, exercising and evaluating emergency preparedness activities and allows organizations to increase their overall capacity and resiliency to experience and recover from any type of disaster. The Preparedness Cycle allows organizations to create organization wide strategies to plan for disasters well ahead, so that they are prepared for any type of disaster, manmade or otherwise. Not all disasters can be prevented but through proactive planning efforts, the Preparedness Cycle can be an effective mechanism to plan and mitigate the risk of life and loss during a disaster. Prevention focuses on creating concreate plans, training and exercises well ahead of a disaster to prepare your organization.

When disaster strikes, businesses that close down run the risk of never reopening — especially with no plan of action in place. While creating a business continuity management plan for your organization, consider the four phases of disaster management and how each phase will affect your business before, during and after a crisis. When it comes to business continuity, think of disasters as recurring events that take place in four key phases:. T o download the printable disaster management cycle graphic, click here. This research explored the basic issue of what preparedness means and entails to people in Fako Division, Cameroon—a place threated by many hazards and that has experienced many disasters. Findings from the analysis of the 33 interviews conducted in this study indicate that preparedness is a dynamic state of readiness that is dependent on context, a social process, and a process of completing activities to save lives and minimize the effects of disasters. In addition, the research determined that Cameroonians view a wholly prepared person as someone who would: 1 have knowledge about hazards and what to do about them; 2 engage others, including their families and neighbors, in discussions about activities related to hazards; and 3 participate in activities to minimize loss from hazards, sustain themselves in the face of hazards, and flee from hazards. The findings from the interview data synchronize to a large extent with what is implied, but not clearly stated, in the existing research literature.

- Yel autobus.
